Multi-Party Democracy Caucus (KDPP) Celebrates First Anniversary with Launch of Inaugural Annual Report and Position Paper to Strengthen State Institutions

Petaling Jaya, 18 June 2026: The Multi-Party Democracy Caucus (Kaukus Demokrasi Pelbagai Parti or KDPP) today launched its inaugural Annual Report and Position Paper marking its first year of work to strengthen democratic governance and institutional reforms at the state level.

The Annual Report documents KDPP’s work from 2025 to 2026 in promoting cross-party dialogue and institutional reform. This includes a series of democracy workshops and stakeholder engagements involving State Assembly Members, political parties, civil society organisations, university students, and members of the public, across several states. These engagements have focused on building shared understanding and momentum for reforms that strengthen democratic accountability, improve legislative scrutiny, and enhance governance at the state level.

Alongside the Annual Report, KDPP also launched its Position Paper, outlining a reform agenda centered on three key areas: political financing reform, constituency development fund (CDF) reform and the strengthening of State Legislative Assemblies (DUN).

The position paper calls for the enactment of political financing legislation, greater transparency and accountability in the allocation and management of CDFs, and reforms to strengthen legislative oversight through enhanced committee systems, increased sitting days, and formal recognition of Opposition Leaders within State Legislative Assemblies. “Our Annual Report and Position Paper represent a culmination of work done by KDPP for the past year. Moving forward, I hope we can publish more research papers and expand the KDPP to members from Sabah and Sarawak. KDPP also represents a paradigm shift in Malaysian politics where we move beyond partisan politics and racial and religious polarisation and shift to a more rational and policy-oriented politics,” said YB Dr Hafidzah Mustakim, KDPP co-chair.

“The work done by KDPP so far is critical as it advocates and pushes for state-level institutional reforms, especially empowering the checks and balances of the DUN. Ultimately, reforms such as enhancing the committee systems in the DUN, institutionalising the Opposition Leader and increasing the DUN sitting days will have tangible positive effects on our democracy,” said YB Dato’ Andansura Rabu, KDPP co-chair.

The launch of the Annual Report and Position Paper marks the beginning of KDPP’s next phase of work, which will focus on in-depth research, advocacy and stakeholder engagement aimed at advancing democratic and institutional reforms at the state level, in more states.

With the upcoming state elections in Johor and Negeri Sembilan, KDPP calls on all political parties and candidates to commit to strengthening the DUN and advancing democratic and institutional reforms in their manifestos. KDPP further urges state governments to ensure equal CDF to all state assemblypersons, regardless of political affiliation, where such funds continue to be used. Equal treatment is essential to ensure fairness, accountability and effective representation to address development needs at the constituency level.

Kaukus Demokrasi Pelbagai Parti (KDPP) merupakan kaukus pelbagai parti dan merentas negeri yang pertama di Malaysia, melibatkan Ahli Dewan Undangan Negeri (ADUN) yang ditubuhkan untuk memperjuangkan reformasi institusi dan memperkukuhkan tadbir urus demokrasi di peringkat negeri. Kaukus ini dianggotai oleh ADUN dari lima buah negeri yang berbeza merangkumi pelbagai spektrum politik, bersama wakil-wakil daripada organisasi masyarakat sivil.
