For five decades, the paddy and rice industry has been insulated from the external market through protectionist measures such as empowering a state trading enterprise or an STE with monopoly on import, price controls, subsidies and other regulatory measures. The outcome of such a policy is predictable, distortive market, allocative inefficiency and overall slow growth. Hence, how can we transform the paddy and rice industry in Malaysia into a more progressive, equitable and sustainable industry?
