IDEAS is seeking to recruit an experienced Research Director to drive IDEAS’ exciting and varied research programme and deliver positive impact on Malaysia’s public policy debates.

Responsibilities of the Role

  • Drive the research agenda of IDEAS, including identifying strategic issues, developing research methodologies and producing accurate and timely publications;
  •  Lead a multi-disciplinary team of researchers across a varied set of topics to produce high impact research.
  • Play a significant fundraising role including leadership of major funding bids and management of a number of core funding relationships with foundations, the private sector and donors.
  • Represent the organisation externally, including in the media, to a wide range of audiences and stakeholders, promoting the findings of IDEAS research.
  • Work with senior colleagues and staff across IDEAS to manage the organisation and support the team.

Ideal Candidate Profile

Experience

  • Extensive experience of research in academia, government, research institute or consulting firm.
  • Experience in a leadership role, including management of teams delivering complex and varied projects.
  • Advanced education and/or professional experience in economics issues (in particular international trade, business regulation and taxation) strongly desired. Education and/or experience in governance issues (including anti-corruption and transparency) would be an asset.
  • Experience with fundraising, including grant writing and business development.
  • Knowledge and understanding of Malaysia’s socio-economic and governance challenges and a network of contacts in Malaysia, including within civil society, business and government.
  • Experience of communication, including presentations to audience and senior stakeholders and media experience would be an asset.
  • Demonstrated commitment to public life in Malaysia and understanding of the mission and values of IDEAS.

  • Strong intellectual skills, evidenced by a proven track record of innovative and impactful thinking and analysis, with demonstrable expertise in at least one of IDEAS key research areas.
  • Understanding of the process of policymaking in government and political parties and the way in which research and policy ideas can be promoted and applied to pressing real-world problems.

Salary

RM10,000 – 14,000 based on experience and prior qualifications.

2. Shortlisted Candidates

a. Writing task. Shortlisted candidates will be invited to write between 600 and 700 word opinion piece on a salient policy issue which they are passionate about. At the end of the piece, the candidate should specify the audience they are trying to reach, the impact they want to have and where they would seek to place it. They can also explain why it is relevant to IDEAS mission.

b. Presentation. Shortlisted candidates will be invited to make a 7-minute presentation to the interviewing panel on the following: Based on your knowledge of IDEAS work and the current direction of Malaysian politics, which are the 3-5 big issues where IDEAS should focus its programme in the next 3 years? Candidates will be expected to provide a rationale and illustrate the kind of projects they would pursue. What research and dissemination methods would you use? How would you ensure the work had significant impact? Candidates must make explicit their theory of change for IDEAS and clarify who we should be attempting to influence with our research and why. The presentation should be around 7 minutes in length and will be followed by questions from the panel.

c. Interview. The presentation will be followed by an interview which will centre on the candidate profile described above. Candidates will be invited to give evidence that they meet the expectations in terms of (i) experience and (ii) competencies required for this role.

3. Selection of Successful Candidate

a. The candidate that is able to best satisfy the above criteria in both experience and competencies will be selected.

IDEAS is seeking to expand our Economics and Business Unit (EBU) and are therefore recruiting for a Research Manager to lead the Unit. EBU is one of IDEAS four research teams, with the mission of advancing a competitive economy in Malaysia. EBU engages on many different areas of work in topics vital to Malaysia’s national interest and is constantly in demand for comment and analysis from the media and other stakeholders. Working in EBU represents an opportunity to work in a challenging, rewarding, and high-profile role, contributing towards some of Malaysia’s most important policy debates. Recent and ongoing research projects include assessing the impact of the Covid-19 pandemic on SMEs, identifying priorities for ASEAN integration, and estimating the economic impact of CPTPP membership on Malaysia’s economy.

Responsibilities of the Role

  • Lead the economic research agenda for IDEAS, including identifying strategic economic issues for potential research projects and building relationships with a wide range of stakeholders to ensure IDEAS research delivers the desired impact.
  • Manage the EBU team to deliver projects on time and to a high standard and develop talent of permanent staff.
  • Develop project proposals and identify potential funders for priority projects.
  • Represent the organisation externally, including in the media, to a wide range of audiences and stakeholders, promoting the findings of IDEAS economics research.
  • Work across unit boundaries to identify research synergies and support research and advocacy projects within IDEAS other units.
  • As part of IDEAS management, support the overall development of the  of the organisation.

Experience

Responsibilities of the Role

  • Contribute to the economic research agenda for IDEAS, including independently leading research projects ad contributing to IDEAS public narrative on economic issues.
  • Prepare reports and other written content for research and advocacy on economic issues and contribute to the development of project proposals.
  • Manage projects, including budget and any staff management as required.
  • Presenting IDEAS research findings to external audiences including the the media.
  • Contribute to the wider IDEAS mission including supporting other units and researchers and actively participating to IDEAS organisational culture.

Ideal Candidate Profile

Experience

  • Education and/or professional experience in economics. For the position of Senior Executive, a Masters degree would be strongly preferred.
  • Experience of research in academia, government, research institute or consulting firm would be an For the position of Senior Executive, 2-4 years of prior professional experience would be required.
  • Experience and understanding of at least one of EBU’s priority research areas, such as international trade, business regulation, energy or taxation.
  • Knowledge of and familiarity with a range of econometric tools and data programs (e.g. STATA).
